Well, I can't speak for EVERYONE in the world, but I'm sure I'm not the only one who, because the phrase is rather cliche, actually uses it to mean "speaks with the certainty that they know utterly what they're talking about, whether or not they actually do." In fact the subtitle of the DVD of my daughter that I made for her grandparents this Christmas was "Madeleine tells it like it is," accompanied by a picture of her looking very much like she's, well, speaking with utter certainty about some subject.

That makes sense, but I don't think that's what the people who say Glenn Beck tells it like it is mean.
