I usually end up returning rental cars with much more gas than they originally had. The first time I had to rent a car (which was actually not long after I'd turned 25), I think it only came with about half a tank of gas.

I'm also confused about the ages. What, if you're under 25 and get into a car accident, you're just screwed?

Ans as for the whole rental philosophy, I guess I was raised to think I had to take BETTER care of other people's stuff than my own. Especially if I had to pay for it if something went wrong!
